背景

BIZ-45 巡检发现全平台零知识缺口上报。各 Agent TOOLS.md 有"知识缺口记录"章节但无明确触发条件和上报流程，Agent 遇到知识缺失时直接 web_search 而非上报缺口。

交付要求

  1. 起草知识缺口上报 SOP（SOP-017 或新编号）
  2. 明确触发条件：什么情况算知识缺口
  3. 明确上报流程：记录→通知COO→建卡片→分配补全
  4. 明确上报渠道：WorkBoard 评论 + 通知 COO
  5. 将 SOP 纳入全部 Agent 的 TOOLS.md 标准模板
  6. 激活 Multica issue 作为知识缺口上报的补充渠道
